People are the key resource in any local government organization, and often constitute 75% or more of a municipal operating budget. Therefore, the need to motivate, develop and compensate employees fairly and equitably is a top priority. The PAR Group has assisted over 150 local governments in evaluating and analyzing their human resource practices and programs.
